The candidate should be a Mid/Senior Level - Graphic/Web Designer.

Fireworks CS3
Dreamweaver CS3
Flash is a must!!!
Freehand MX
Adobe Acrobat (Creating PDF files for print)
Experience in web development/coding would come in handy but is not a necessity.
